A leading Ministry in a GCC country, with more than 5,000 employees, was facing considerable challenges communicating its numerous achievements, initiatives, and strategies, leading many to question and cast doubt over the capabilities and drive of both the Ministry and its acting Head.

S2C Approach

S2C developed a comprehensive capacity-building program and restructured the Ministry's 50 member+ Media Center, in a way to achieve the following:

  • Reinforce the capabilities of the Ministry's Media Center and allow it to rightfully communicate the Ministry's efforts and achievements
  • Establish needed rules, policies, and procedures at the Center based on international best practices
  • Establish Key Performance Indicators (KPIs) to assess the performance and output of the Center's individual departments and members
  • Align on the strategic messages and narrative to communicate when refering to the Ministry


The capacity-building program helped infuse new life into the Media Center, with many of the recommendations made successfully implemented prior to the project being put on hold due to a Ministerial change with direct consequences on the Center.
